4. What are the risks to civilians?
If we think hunting down individual "terrorists" in a country on the other side of the planet with our drones is more important than any innocents nearby then we may have another Iraq on our hands. If we take down the two terror groups and allow the civilians to band together locally, we have a much better chance of pulling the area out of it's quagmire.
